Dr. Isaac Bayor is a policy and development professional with over 15 years of experience working at the intersection of humanitarian response, peacebuilding, and international development. He currently serves as the Global Policy and Advocacy Lead at Canadian Lutheran World Relief, where he works to strengthen the organization’s policy engagement with governments, multilateral institutions, and civil society networks in Canada and internationally.

Isaac holds a Ph.D. in Political Science from Western University in Canada, an MA in International Peace and Conflict Resolution from the University of Notre Dame in the United States, and an MA in International Development Management from Ruhr University in Germany. His professional background includes roles with organizations such as CARE International, the United Nations Development Program, and the West Africa Network for Peacebuilding.

Throughout his career, Isaac has focused on connecting policy with practice—bridging insights from community-based programming with strategic policy dialogue. He has worked across a range of issues including government relations, conflict and post-conflict transitions, humanitarian coordination, and livelihoods support.

Isaac is particularly interested in the connections between public policy, equity, and global cooperation. He brings a collaborative and thoughtful approach to leadership, informed by both field experience and policy engagement.

He currently serves as Board President of the Africa-Canada Policy Innovation Lab, where he supports efforts to deepen partnerships and advance shared priorities between African and Canadian communities.
