Canada announces new initiatives to deepen engagement with Africa

Canada’s November 2024 announcement brought several strands of its Africa engagement into one package during the second Canada–African Union Commission High-Level Dialogue. It included $54.4 million for peace, security and governance initiatives and a separate $176 million for development projects focused on women’s and youth economic empowerment, climate adaptation, skills and employment. The funding was distributed among numerous country-specific and regional initiatives.

The broader policy signal came from the institutional measures surrounding the funding. Canada and the African Union Commission signed a memorandum of understanding to regularize high-level consultation. Canada also announced special envoys for Africa and the Sahel, planned diplomatic upgrades in Benin and Zambia, an African diaspora engagement mechanism, an Africa Trade Hub, a minister-led trade mission and an Africa Trade and Development Program. These measures created new channels for continental diplomacy, commercial engagement, coordination within Canada and closer connections between trade and development programming. They also previewed several pillars later formalized in Canada’s Africa Strategy. For ACPiL, the announcement is best understood as an early implementation package for Canada’s emerging Africa policy.
